DADS & KIDS CAMP OUT AT THE KOPPIE
The weather was awful with showers almost all day, but with the first sight of sun there was no stopping a bunch of eager beavers to get to the campsite.
We understand how the fathers must have felt, but all we can see from insider footage are children pitching tents while dads are sitting back and relaxing. The next day was Mother's Day, so it is always possible that they were sharing notes and discussing wonderful ideas how to spoil Mum. ......Yes, I belief that one!
DRILLING UNDER THE JUKSKEI RIVER
During the last two months you may have heard or seen activity on the river just below the bridge on Main Road. A team have been drilling a conduit through the bedrock under the river to house a fibre optic cable run. They had to do this as the roads department wouldn't allow them to use aerial methods because of the future potential PWV9 development.
It wasn't all plain sailing (drilling) through.....the drillbit got stuck a few times and one event took them three weeks to recover the bit and the segments! Then they had to blast some rock away on the Glenferness side to gain access to the tunnel. The job isn't yet complete as they still have to re-instate the river course on the Lonehill side.
LONEHILL SHOPPING CENTRE NEWS......
Did the hammer fall.....No it didn't. The auction was cancelled a day or two before the event as there was only one qualified bidder who had finally met all the criteria.
An offer, according to the liquidators as being fair and reasonable, was presented by the Century group, who are no strangers to upmarket shopping centres around the country.
Further details on the offer and finalisation dates will be announced in due course as soon as they are known.
PUBLIC FEEDBACK MEETING HELD ON 24th MARCH 2011
The meeting was chaired by the CEO of the LRA, Rob Gillespie, and was attended by other LRA directors, staff and about 60 residents (out of a pool of 6500 households!)
Rob again raised the issue of “the few working for the many”, the apparent lack of interest by residents, yet serious criticism when things don’t go according to plan. Current members (over 1000 – up from 8 just 5 years ago!) were tasked to get out and about to recruit new members and subscribers. A breakdown of the current base was explained.
Ian Loubser, the Fidelity Lonehill Manager, then provided an overview of the crime in our area (or rather the lack thereof) compared to what was happening in the suburbs around us. He highlighted the successes that had been achieved lately and the number of arrests. An interesting point here was the increase in vehicle related thefts (goods taken out of vehicles). It was also suspected that levels of insurance fraud were on the increase, so more detailed investigation was now taking place.
Jean Berdou then gave a brief overview of what the Douglasdale Community Policing Forum had done and provided information on forthcoming events.
The noticeable diminishing of Council services was again highlighted, bring into sharp focus the fact that we need to ensure that we all look after our own suburb as much as we can. Even if there were to be a total Council change after the upcoming municipal elections, we would not see any significant or real change for a good few years. The resultant collapse of infrastructure (already highly visible) will deteriorate significantly if we do not take ownership of our own area’s facilities now.
A proposed Emergency Paramedic Service for LRA members only was then discussed and Mark Deyes, a top qualified Advanced Life Support specialist, addressed the meeting on the topic, highlighting the lack of facilities available and the incorrect perception that people have regarding their likelihood of obtaining immediate and highly qualified emergency medical support at the scene of an accident or at home. The LRA Board had done extensive research into the various options available and the basic parameters were briefly discussed. A detailed prospectus will be put together for ratification at the AGM.
Rob then gave an overview of the Lonehill Shopping Centre saga to date. In short, nothing was going to happen until the new owners finally took over, which would still be a few months away.
The forthcoming Municipal Elections were briefly discussed, noting that the LRA and its members had been asked to assist at the voting station on the day to make things run as smoothly as possible. It would also be a great marketing opportunity for the LRA to be “in the face” of many residents who would not normally take notice of LRA activities.
Then came the Doggy Debate. To pooh and not pick up, or to walk free without a leash were highlighted as being against the law. As the parks were so central and convenient, there were many calls for leash-free areas. These problems were being experienced all over Johannesburg as the Council simply did not have enough resources to enforce the laws, so alternatives were being discussed. Some had already been implemented in other cities quite successfully and the LRA had already started to investigate and propose a number of possibilities. It would however take some significant attitude change from the different groups. It did appear that some tolerance and latitude were already being seen, so we will persevere with the project.
POTHOLES BEGONE.....for now!
At last we've been able to get some action going. A few days without rain, tar supplies being restocked, JRA's equipment being repaired and new contractors being apponted by JRA to assist with the massive backlog of repairs has finally resulted in an onslaught on the deteriorating road conditions in our area.
Our own team with Doug Black have been busy with the smaller ones and the JRA teams have been busy with the larger problems. Cheyney Road as an example, is a 'peri-urban' road, which was not designed to handle the volumes of traffic that it does - the result - total break up of the thin surface covering. This and others have been patched up for now, and are on the JRA reconstruction list for the new financial year - after July 2011.
Rob Gillespie had a hard hitting meeting with top JRA management last week and promises were made to deliver the goods before the end of February, with some detail of the longer term projects as well.
So far they have lived up to their word and we hope that it continues. Thank you Doug and the JRA.
DAM WALL BREACHED IN LONEHILL
In case you didn't know it, Lonehill has three dams. The main one in the central park and two down below off Concourse Crescent. These two dams have been silting up seriously for some time and we have been trying to obtain permission for them to be desilted or excavated for about two years. This permission has now been granted, but too late! The first of the two bottom dams as we call them, receives large volume inflows during storms and can be quite spectacular to view during those times.
Alas, the wall which was only earthern to begin with, simply gave way under the massive pressures of flood waters to weeks ago. We now have to wait for the rains to stop before any repair work can be done.
The sheer volume of water coming down the stream could not be attenuated by the dam itself, and has been overflowing the banks and running down each side, in some case undermining complex walls and flooding them internally.
This stream used to be part of the old Fourways 9 hole golf course, and there are a number of other smaller dams further down, all of which are now broken and have been left unrepaired.
The reason behind the increased water flows is the densification of development in the catchment area which is essentially the southern part of Lonehill and Pineslopes.
STATEMENT FROM THE LRA BOARD OF DIRECTORS
The Board of the LRA has withdrawn the preamble statement to our agreed "Statement Regarding Raised Issue of Concern". This preamble was not authorized by the LRA Board of Directors as implied in the heading of the article that appeared on the LRA website on Friday 21st January 2011.
The board dissociates itself from several of the statements and allegations, in particular those included in the first two paragraphs of the preamble. The Board of the LRA unreservedly apologizes to Advocate Jean Berdou for any offense or embarrassment that the content of this article might have caused.
The Board did convene a special meeting to discuss the concerns communicated to its CEO by Jean Berdou. It viewed the matter in a serious light and it stands by the contents of the approved statement that follows.
Statement regarding raised Issue of Concern
The Board of the Lonehill Residents Association (LRA) deems it prudent to draw the attention of members and residents to an issue raised by Adv Jean Berdou, a former director of the LRA. Adv Berdou resigned from the board on 2nd November 2010.
Adv Berdou claims that the participation by the CEO of the LRA, Rob Gillespie, and another unnamed director (apparently the chairperson of our weekly security meetings) in getaways funded by our security service provider, Fidelity Security Services, are improper in terms of good corporate governance.
The LRA Board has met to discuss Adv Berdou’s claims and based on the following we have concluded that there was no improper conduct on the part of either Rob Gillespie or Sally Pearson.
1. The trips in question (to the Durban July – Sally, and a weekend cruise in Mozambique – Rob and Sally) were attended by more than 40 representatives of other Fidelity clients so the getaways were not solely for the benefit of LRA directors
2. The objectives of the functions were not solely to express Fidelity’s gratitude, but to help develop relationships between clients and to provide an opportunity for them to give constructive input to Fidelity on how their service offerings can be improved
3. During the weekend cruise, at least two business discussion sessions were held and the CEO of the LRA was requested to give an address on how the LRA manages its security service delivery
4. The chairman of the LRA was aware in advance that invitations had been extended to the two directors and raised no objection to their acceptance.
5. Contrary to the view expressed by Adv Berdou the Board’s view is that the interests of subscribers is not compromised by participation in the getaways. Any decision by the LRA relating to the award of contracts, variations in rates charged or the terms of contract require full Board approval and cannot be authorized by a minority of the Board
6. Currently the LRA has no formal policy or guidelines relating to the acceptance of gifts or benefits by directors and staff. However, we accept that in the interests of transparency there is need for us to have a formal policy and clear guidelines governing the acceptance of gifts or benefits by members of the LRA Board and our staff. The appropriate documents are currently being drafted for adoption at the February board meeting.
The Board feels that participation in getaways of this nature are common practice in the business world and that representatives of many other Fidelity clients were present at the events in question. We also recognize the benefits to the LRA of building better relationships with senior management of Fidelity and with the other major clients.
CAROLS BY CANDLELIGHT
The LRA hosted a Carols by Candlelight in the Lonehill park on Sunday the 28th of November. What an event! Gary Rivas from Gracepoint Church delivered a Christmas message along with a message for the children by members of the church.
Martin Gouws, owner of the Lonehill Engen garage, was a great Santa Klaus, arriving in a state of the art Fidelity Security armoured vehicle and a huge bag of sweets for the children.
Back from last year's Carols in Lonehill and an amazing stint on the world stage with Shakira and Andrea Bocelli at the 2010 SWC, was Ralf Schmitt and the Mzansi Choir with a brilliant performance including Jingle Bells, O Holy Night and Joy to the World. Musical Director Ralf was taken by surprise when he received a request to do the Waka Waka. We love our carols, but how could we resist when the Waka Waka masters were right here in the heart of Lonehill performing for us?
It didn't take much to get every person - young and old, short or tall - on their feet, moving to the music and singing SWC songs with the choir. It was such an amazing experience, one of those moments that you wish would never end. Those who packed up after two drops of rain fell mid-way through the performance ...Sorry for you because you have missed something very special.

"LOW COST" HOUSING DEVELOPMENT FOR LONEHILL - THE FACTS.
The article which appeared in the Fourways Review, 8 December 2010 was misleading. The facts regarding this proposed “low cost housing” development are as follows:-
The picture used in the article is in fact wrong – the land being earmarked for this development is behind the Fire Station. The proposed development is not for low cost housing but for an Integrated Residential Development for earnings in the “gap” market of between R3500 and R10 000 per month.
The two plots of land next to and behind the Fire Station are part of the conditions of establishment of Lonehill and are lodged with the Deeds Office. The conditions state that the land will be used for educational purposes only and is written into the title deeds of both pieces of land. Should government try and change this the LRA will object and obtain the necessary court interdicts at the correct time.
Crawford College have applied to Government to use this land for educational purposes and have agreements in place waiting to be signed by Government.
The LRA have engaged the services of our attorneys who have in accordance with the law served 30 days notice on Government to withdraw their intention and state so in writing. Should they fail to do so we will proceed with a court interdict.
In our opinion the chances of this development happening are nil. We will however keep all residents posted.

DOMESTICS' CHRISTMAS PARTY
Lonehill Domestic Workers attended their last meeting of 2010 at the end of November at the firestation. Domestic Workers received a certificate for attending the meetings throughout the year. The "gold" receipients have all attended at least 4 meetings this year.
Amongst the Top 6 was one very proud man - Okings Phiri (centre bottom) from Santanna. He and five other ladies have been attending every meeting from Day 1 in February 2009.
The team from School Link also joined us and collected their well deserved gold certificates. A clever bunch.
We invited Schwepps (left) to join us for the morning. Schwepps presented a number of the lessons in 2009 and 2010 and is passionate about skills' training for Domestic Workers. A resident of Lonehill, we had to lure him away from his baking class in Crowthorne to help us out with a busy morning.
A man that can cook and bake? Now that is good training.
We wish to thank all the residents who are supporting the Domestic Forum by sending their Domestic Workers to the meetings. You are helping all of us to create a more safe and secure environment.
The meetings are organised by the LRA and are free of charge. We hope to see everybody back in 2011.
PROTESTERS PICKET LONEHILL HOUSE
Wednesday 29th September 2010: A house in a Lonehill road closure being used as a business location was besieged by almost 300 angry yet well behaved picketers today. The protesters, apparently all employees of Gauteng Sales & Merchandising, a company owned by a Mr Bruce Laubscher, decended upon their registered offices of employment in the road closure at around 10am to demand a meeting with their employers in an attempt to secure a better wage and salary package.
According to sources at the scene, Laubscher's company, GSM, has a merchandising contract with Nestle, essentially acting as labour brokers. The protesters displayed salary slips showing monthly salaries of between R1500 and R2300 for exceptionally long working months in terms of hours worked.
Laubscher, who operates his business from the house despite vigourous objections from every resident in the road closure, said that the protest was illegal and that he had been threatened by the picketers. He refused to attend the protest and to address his staff, leaving the problem up to the LRA, Fidelity and the SAPS. He spoke to one of the SAPS negotiators as well as to the LRA on a phone call, and steadfastly refused to deal with his problem at ground level.
LRA and Fidelity staff, along with numerous members of the SAPS spent 5 hours negotiating with the protesters, attempting various methods of resolution. Eventually at 3pm, the protest leaders, who we might add were extremely civil and co-operative, agreed to vacate the area for the time being, having satisfied themselves that they had exposed allegedly unfair business practitioners.
The support from both SAPS and Fidelity was unbelievably good.
We understand that if their problems are not resolved on Thursday, they will return on Friday with many more people, as well as the following week. Of course there are always many sides to a story, but we were only able to hear one side today.
Our security mechanisms were certainly put to the test and came out trumps! The boom guard even managed to convince the protesters that they absolutely had to sign in before they could enter - he managed to hold 300 singing toy-toying impis at bay until our re-inforcements arrived, followed rapidly by the new local Douglasdale Sector 3 roving vehicles. A number of other SAPS operatives also attended the scene to assist. Well done to all for keeping the peace!

GAUTENG'S PREPAID TOLL SOLUTION TO BECOME THE NATIONAL STANDARD

Gauteng’s prepaid toll solution to become the national standard when Gautengers are tolled for using the province’s busiest freeways in early 2011. The system will work somewhat like a prepaid cellphone contract.
South African National Roads Agency Limited (Sanral) senior project manager Alex van Niekerk says car owners will be asked to set up accounts, either by phoning in or going to a website, and to then load money into these accounts before entering the tolling system, or to link payment to their credit cards.
Once this is done, commuters must go to an outlet to get an electronic tag or trans- ponder, to be displayed on their front windscreens. Commuters will not be charged for this tag, says Van Niekerk. “There will be a one-tag standard,” he adds. “You will be able to go through any toll gate in South Africa – not only in Gauteng – with this tag.” The tag means the toll transaction is a quick, electronic one, with no physical toll gates where money is collected. Motorists simply pass underneath a gantry housing the equipment, which reads the tag while also taking a photo of the licence plates as soon as their vehicles break a laser beam.
This so-called open-road tolling system also classifies the vehicle in terms of size, charging the appropriate amount. Gantries are placed along and at entry points on the freeways, such as on- and off-ramps. The entire phase one of the Gauteng freeway system under toll – 185 km of road – will be looked after by ten satellite centres, which will act as the first line of incident management, dispatching medical assistance if needed. The roads will be monitored by closed-circuit television cameras. “Sanral already has tow trucks on standby in case of vehicle breakdowns,” explains Van Niekerk.
“Methods have been devised to track down commuters who attempt to avoid paying toll fees”, van Niekerk said. Should a vehicle not have a tag, system operators will type in the licence plate number from the photo which has been taken, thereby tracking down the owner. Van Niekerk says violations will include not carrying a tag, driving a vehicle that cannot be identified, and having insufficient funds. When this happens, a motorist will receive an invoice, and then an infringement notice (which is equivalent to a fine), followed by a courtesy letter, an enforcement order and, finally, the issue of a warrant.
Should a visitor outside Gauteng enter the system, signage will warn the motorist to go to the nearest satellite centre to register, or to phone a toll-free number. It may also be possible to buy a day pass at a retail outlet before entering the system.

NEWS & EVENTS
South Africa’s foremost expert on residential crime, PROF RUDOLPH ZINN author of Home Invasion opened this year’s AGM with an address on the state of crime in our country.
Rudolph Zinn, a former detective, undertook a research project on house robbers, interviewing convicted house robbers serving their sentences. He presented some really interesting statistics along with many recommendations which surprise, surprise...we are already doing! Hence our very low incidents of crime in our area.
There were lots of questions but we had to get on with the AGM itself, so another tme will be set up to further unpack his research results, specifically linkin them to our own scenario.
The AGM itself consisted of the Chairman's and CEO's reports, followed by the statutory functions which all went extremely smoothly. The reports will be made available on this web site under the Annual General Meeting tab.

THE CAMERAS ARE COMING!!!
"What are these poles and solar panels for?" we hear you ask. This is the start of the Lonehill CCTV Security Project. Having been in planning stages for at least a year, making sure that we had the latest and best equipment for the task, the project is finally coming to fruit, albeit somewhat delayed by all the rain that we've been having!
The system is completely wireless and uses our own dedicated highly secure network. Each camera links back to a specific base station (the thingy at the very top of the pole), an the picture is viewed and captured in our state of the art control room. Each unit is protected by other cameras for security, and is powered by the solar units -giving us the surety that the service will always be available.
There is still much more to do, but at least we've started.

LOCAL RESIDENTS CLEAN UP MAIN ROAD
Now this is what real community involvement is all about! Fantastic thank you's to these guys for coming to the party. Local residents Taso and Travis Holman, both Directors of a company called UDS Civils & Steel have stepped up to the plate in grand style.
They brought along a team of labourers and a Bobcat front end loader, and proceeded to remove the many tons of sand and gravel that built into a nasty problem along Main Rd outside Lonehill, between the Boulevard and Witkoppen Rd.
We had contacted Gautrans and the JRA on numerous occasions to urgently clean up the sand deposited on the road through severe flooding and blocked drainage pipes, but had little success.
And then, Voila, the good samaritans arrived! Well done guys, and thank you, from all the residents of Lonehill.

2010 STARTS ON A HIGH NOTE FOR LRA AND DOUGLASDALE POLICE PRECINCT
2010, World Cup Football Year, is upon us and it is with some considerable pleasure that we can report that the 2009 Christmas period saw almost no crime in the LRA areas at all. The few incidents that there were minor in nature and arrests of perpetrators continued thereby eliminating most of the crime in and around the Lonehill environs. The LRA Fidelity team has settled into their functions very well and the technology and tactics as well as training, are proving to be effective but there is no place for complacency.
The LRA donated a VW Golf to the SAPS Douglasdale and this vehicle together with 7 other new Golfs donated by other organizations and other vehicles as well as helicopter deployment from the new SAPS helipad at SAPS Douglasdale, has resulted in a huge reduction in crime in the Douglasdale precinct with no armed robberies at any of the precincts shopping centres from mid December to the present. The opening of a new public car park which is landscaped and floodlit for the public is also a huge improvement to the SAPS facilities. Zero tolerance towards petty crime and various arrests have all added to the crime reduction in the precinct. Additional staff and vehicles will be added shortly to the Douglasdale SAPS compliment plus the news that the moratorium that has been in place for the recruitment of additional SAPS Reservists has been lifted and there is a training course commencing mid January 2010. If anyone is willing to serve in such capacity, please contact the LRA offices.
Another major development for the LRA has been the recent growth and penetration into the business and shopping centres in our area. LRA is proud to announce that it has taken over the security at the Lonehill Shopping Centre, the Pineslopes Shopping Centre and Fourways Value Mart. This has meant an increase in deployment of security manpower into our area and co ordination between residential and business security taken to a level not previously seen before. The LRA is in advanced discussions with further centres and businesses to grow this opportunity to expand the security net our residents enjoy. The growth in residential areas has not been neglected and steady numbers of new clients have joined the LRA this last year and focus hereon will be maintained.
Despite these successes, we wish to remind all our residents to remain highly vigilant, avoid complacency, and report all suspicious activity immediately to the LRA Control Room on 011 467 2868. May we take this opportunity to once again wish you a prosperous and successful and safe 2010 and welcome the thousands of foreign visitors for the World Cup.

Lonehill has a tradition of giving each of the Fidelity Security guards a hamper at the end of the year to show our appreciation for their hard work and dedication. The annual Carols by Candlelight in the Lonehill Park saw local resident Ralf Schmitt conduct the Mzansi Youth Choir during a special production. Accompanied by a number of professional musicians they prepared a Christmas program with a uniquely South African touch.
